This is a known issue when CRM accelerators already installed, which is the default setup for the MS CRM 4.0 VPC released in April/May 2009.
The work around is removing just the RSS menu from the ISV.config Root area (the same area where our c360 tools menus appears), using an xml editor such as XML Notepad 2007. Re-installing or repairing the installation after removing the RSS menu, and then re-adding the RSS menu to the ISV.config Root area resolves the issue. This will be resolved is a future release.
If you don’t have CRM Accelerators installed proceed with the following:

- For versions prior to 220.127.116.11, skip to step “d”
- Rerun the installations
- Uncheck the box marked “Validate Schema”.
- The generated Installation Summary Page will show the full attempted ISV.config and Sitemap import.
d. Send the page from this location “C:\Program Files\c360 Solutions\V4\Organizations” to c360 Support to fix the attempted import. (for versions prior to 18.104.22.168 ignore steps
e. Also send a copy of the state.xml file from this location “C:\Program Files\c360 Solutions\V4\Organizations\OrgName\ConfigurationState”
